Guangzhou Customs Twelve Service Measures to Improve the Comprehensive Efficiency of the New Baiyun International Airport

Guangzhou Customs now issues the Twelve Service Measures to construct the first-class customs clearance environment, provide the first-class service and realize the first-class facilitation, endeavoring to support the new Baiyun International Airport to improve its efficiency. Since the construction of the Airport is aiming to be the aero pivot based in Guangzhou, covering domestic service, radiating Asia and connecting Europe, Asia, America and Australia, it plays a significant role in economic development of Guangzhou. For enterprises and passengers concerned, Guangzhou Customs will update service quality with the principle of “facilitation for flow of passengers and fluency of goods when law-abiding” and under the working guideline of “exercising law-based administration, safeguarding the national gateway, serving national economic interests and promoting social development”.



1. The customs provides 24 hours clearance service for passengers, fresh/emergent/special goods, transitional goods and express delivery things. All the customs officers should exercise the law in civil kindness and be ready to help.



2. “Declaration on air” is available to make the air cargo more fluently. Once the airplane with import goods or express delivery takes off overseas, the airlines company can send electronic digital input of airway bill to the customs. Then the enterprise can pre-declare to the customs by the confirmed airway bill and draw the goods after its material arrival.



3. Guangzhou Customs sets up “declaration locally, clearance at airport” mode. For goods import and export through the Airport, enterprises under Guangzhou Customs coverage is allowed to declare locally, whether it is in Guangzhou, Foshan, Zhaoqing, Shaoguan, Qingyuan, Yunfu or Heyuan, while complete the real clearance at the Airport. When time permits, this mode will be promoted among the customs through Guangdong Province at approval of the Guangdong Sub-Administration of the General Administration of Customs.



4. To support the Airport transiting business and realize the relay from air cargo and land cargo or vice versa between origin and destination, the customs allow qualified enterprises to operate “Truckliner” to facilitate the land transportation of international goods. The customs provide “Truckliner” one-stop service of “one declaration, one inspection and one release.”



5. The customs simplify the formalities and facilitate the trade for goods of air-land-air mode between Guangzhou and Hong Kong airports or Guangzhou and Macau airports to make the most of the aero resource. In specific, the customs treat the air-land-air goods through land transportation with a reference to air cargo.



6. Enterprises with customs approval can establish bonded warehouse or export supervision warehouse inside the sub storage district of Baiyun Airport Customs. Ordinary trade goods without thorough clearance can be stored in the bonded warehouse, while bonded goods can also be drawn between customs. Meanwhile, bonded warehouse provides storage service for processing business in bonded district or export processing district. And simple processing operation is allowed in export supervision warehouse.



7. To accelerate the development of modern logistics, the customs are for the building of bonded logistics center at the new Baiyun International Airport, where the operation of international trade, transitional trade, bonded storage, simple processing or dispatching will be available. Goods through the bonded logistics center can be declared, transferred or drawn directly at the center.



8. The customs will sets up bonded supervision tunnels linking the Airport and Guangzhou Development District, bonded districts and export processing district. For goods through the above tunnels, the customs will give facilitation, taking advantage of policy and situation preference of the Airport and the districts.



9. For qualified clearance service, the customs provide certified enterprises facilitations of “3E measures” as electronic pre-classification, electronic pre-valuation and electronic logistics-supervision, as well as general security. The customs also sets up a differential electronic verification channel for fresh/emergent/special goods.



10. To ensure the fluent modernized airport logistics, the customs actively cooperate with Guangzhou Municipal Government, airlines companies, the new Baiyun International Airport authority, logistics enterprises and other port-related bureaus to co-develop and construct the information platform of airport logistics. Enterprises can operate on-line business like transportation, clearance and logistics dispatch on Guangzhou E-port, share information on this platform and obtain one-stop service through the net.



11. The customs also play an active part in building the sub storage district of Baiyun Airport Customs. Offer suggestions for the Airport logistics planning and contribute to make reasonable operation practice. The customs also exert generalized supervision on goods and express delivery import and export, transferred goods, transitional goods and bonded goods.



12. To construct a regulated clearance environment of the Airport, the customs will enhance risk management and scientific investment, simplify customs formalities and become more efficient. On the other hand, the customs will severely crack down on smuggling activities. Guangzhou Customs will contribute to maintain the fairness and justice order of international trade and realize the balance of “supervise strictly while operate efficiently”.
