Highlights in the Investment Promotion Event of the 4th CAEXPO

The investment promotion event of the 4th China-ASEAN Expo (CAEXPO) opens on October 28, 2007. It further improves its ways and enriches its content, which provides an optimal stage for establishing images, publicizing investment environment, investment policy and program assignment between China and ten countries of ASEAN. 

It is known that there will be altogether 26 promotion conferences and theme forum sessions on investment cooperation. There are 9 theme forum sessions and conferences on cooperation between China and ASEAN, 10 promotion conferences on investment of countries in ASEAN and 5 promotion conferences of provinces in China. There are also several highlights in the conference on investment promotion.

Highlight 1 Seminar on Regional Integration and Cooperation

During the expo, “Seminar on Regional Integration and Cooperation”, co-sponsored by Ministry of Commerce of the People’s Republic of China and Ministry of Economic Cooperation and Development of Germany, is to promote the cooperation of “Pan Beibu Gulf” and inject vitality to regional cooperation. The symposium aims at the enhancement of government officials’ ability in participating in regional integration and cooperation and the discussion on the practical ways and methods of “Pan Beibu Gulf” cooperation realization.

By the time, office director of Administrative Department of Beibu Gulf Economic Region will give a speech titled “A New M-shaped One Axis & Two Wings Regional Cooperation Framework”. The representatives of UN Trade Development Conference, experts of EU, Secretariat of ASEAN, Asian Development Bank and officials of Secretariat of East ASEAN Growth Area will give an introduction of the latest development and cooperation mechanism of the world and sub-region cooperation, and enter into Pan Beibu Gulf Cooperation from different angles.

Highlight 2: Forum on Vietnam-China Investment and Trade

Since the first China-ASEAN Expo was held in 2004, Vietnam holds promotion conference or forum every year during the CAEXPO, drawing the attention of lots of trade visitors. Forum on Vietnam-China Investment and Trade becomes one of the highlights of every investment promotion conference and it will still be the highlight of the current Expo.

Vietnam has always attached great importance to take advantage of the platform of Expo to promote its investment and trade environment and policies, as well as bilateral cooperation between Vietnam and China. The current forum, with “Vietnam---sound development and integration into the global and regional economic market” being the theme, is mainly focused on the discussion about accelerating the construction of China-Vietnam Free Trade Area and the investment and trade cooperation between Vietnam and China in “Two Corridors & One Ring”.  By the time, Vietnamese leaders of government, Ministry of Industry and Commerce, Project Investment and Union of Industry and Commerce, and leaders of Chinese Ministry of Commerce, China Council for the Promotion of International Trade (CCPIT), Communist Party of China Guangxi Committee and Governors of Guangxi Government, together with personages from circles of industry and commerce will attend the conference. The ceremony of signing contracts of Sino-Vietnam cooperative projects will be held on the conference.

Highlight 3: Sino-Vietnamese Cross-border Economic Cooperation Region Program

 “Preparatory Meeting for the Inauguration of Sino-Vietnamese Cross-Border Economic Cooperation Program supported by the United Nations Development Program (UNDP)”, co-sponsored by China Representative Office of UNDP and China International Center for Economic and Technical Exchanges, aims at drawing attention to the Sino-Vietnamese Cross-Border Economic Cooperation Program and promoting smooth implementation of it, taking advantage of China-ASEAN Expo which attracts millions of foreigners.

Highlight 4: China-ASEAN Signing Ceremony of State Farm Cooperation Projects

“The second signing ceremony of China-ASEAN Forum on State Farm Cooperation and development” is held jointly by State Farms Administration of Guangxi Zhuang Autonomous Region and the secret rat of China-ASEAN Expo. The theme of the current forum is: to strengthen cooperation, stimulate the economic development of state farm park, promote the cooperation with ASEAN countries in garden and other fields. A series of farming cooperation projects will be signed on the conference. As the first overseas Economic Cooperation Area, “Economic and Trade Cooperation Zone of Guangxi of China-Walnogiliof Indonesia”will become a highlight of the signing event.

Singing Events Run Vigorously

By October 28, 2007, the 4th China-ASEAN Expo (CAEXPO) has received 7,778 promotion projects, of which 118 are China joint venture projects with foreign business, 7,433 are projects attracting foreign or domestic investments, and 237 are ASEAN countries investment inviting projects. The ten ASEAN countries and Chinese provinces and cities positively make full use of this Expo as a platform to conduct promotion, investment negotiation and information releases.

It is reported that this investment promotion will organize contract signing in the forms of Expo collective signing, theme signing, special signing, single project signing and Expo signing center. Both quality and quantity of those projects have been enhanced, cooperation field has been expanded, and many highlights have been brought about.

Highlight 5: Pan Beibu Gulf Ports and Logistics Cooperation Projects

Transportation is one of China-ASEAN’s ten leading cooperation aspects. As the realization of stepping up the economic cooperation in Pan Beibu Gulf, seaports along the gulf have become hot spots for investors both from China and abroad and for port shipment circle.

On the signing ceremony of China-ASEAN Port Development & Cooperation Forum, the government of Guangxi Zhuang Autonomous Region will sign strategic cooperation pacts with China Shipping (Group) Company and China Ocean Transportation Group respectively in order to strengthen the cooperation in port dock, container logistics and shipment, and to maneuver the construction of a logistics system which can serve southwest, middle and southern region and southern China, ASEAN and even the world. Singapore, Port Klang in Malaysia, Port Surabaya in Indonesia, Port Haiphong in Vietnam and other harbor corporations, world’s top 100 port shipment enterprises, foreign logistics service companies and shipment companies, and large shipbuilding enterprises will also sign a batch of cooperation programs in the field of Pan Beibu Gulf ports and logistics.

Highlight 6: Numerous important industries and projects settled in Guangxi

More and more enterprises in east part of China, including those from Hang Kong and Macao step up efforts to transfer their businesses to China’s middle and west areas. Numerous important industries and programs settle in Guangxi.

There is an event of signing contracts in the Expo. During the event, large numbers of companies, including China Resources, Taiwan Foxconn and Konka, will sign agreements/contracts of strategic cooperation with their business partners in Guangxi. The event will boost the transfer of numerous important industries and programs and processing trade business to Guangxi. A large number of industry transfer projects,for instance, the clinker investment project with an annual production volume of 3 million tons by Hang Kong Huarun group and the base of aluminum moldings deep processing and information industry by Taiwan. Guangxi has gradually turned to be an important base for transferring the labor intensive industries and processing trade in eastern part of China.

Highlight 7:China signs mechanism cooperation programs with provinces and cities of ASEAN member countries

By dint of the CAEXPO, domestic provinces and cities has stepped up efforts to reach mechanism cooperation with local governments of ASEAN member countries. On the contract-signing ceremony for the investment promotion in the Expo, Handan, Hebei Province will sign a framework agreement of all-round strategic cooperation with Nghe An province, Vietnam. It has been the first mechanism cooperation program China signs with provinces and cities of ASEAN member countries for the investment promotion event.

Highlight 8: Signing of the first agreement on the labor and service cooperation in the Expo

During the contract—signing event of external investment cooperation and project contracting, some Chinese companies, including China Camc Engineering Co., Ltd, International Water & Electric Corporation China , ZTE Corporation and  Masep Medical Science and Techonology Development Co., Ltd will sign cooperation agreements with ASEAN member countries. They will have program development and cooperation regarding fishing port, water-resource power station, supplying and transforming power projects, hospitals and communication network in Philippine, Laos, Vietnam and Myanmar.

Labor and service export has made breakthrough. Shanxi Provincial Rural Labor Force Transfer Service Center and Singaporean Human Resource Company will sign this expo’s first external labor and service cooperation project, which will ensure the exportation of 1,000 workers to Singapore in areas like food procession, hotel management, domestic service, communication, electronic information and semi-conductor.
