An advocacy group for energy security is calling for a national transportation policy that emphasizes market-based incentives to reduce energy consumption.
The Energy Security Leadership Council on Wednesday called for a surface transportation bill that emphasizes reduction in petroleum consumption as a principal measurement.
The group, co-chaired by FedEx President Frederick W. Smith, said the federal transportation spending formula should be based on private sector incentives for mitigating congestion such as tolling, technology, transit, and widespread promotion of a user fee based on vehicle miles traveled.
ESLC is also calling for a national goods movement strategy that identifies and funds projects of national significance.
The council said the changes could yield a cumulative saving of 7 billion barrels of oil by 2035.
The ESLC is a project of Securing America's Future Energy, a coalition of retired senior military officers and corporate leaders.
