Dry Ports Threaten Sea Terminals

The idea to stop customs clearing goods at the quayside and move all the customs operations outside sea terminals to ‘dry ports’ has both advocates and opponents in Russia. Customs authorities insist that all cargo should be customs cleared outside the port, in a dry port, which should have the status of a customs bonded warehouse. The only exclusion from this rule is to be the goods, for which a preliminary customs declaration has been issued. Some of the market participants support this concept, while others strongly oppose it.
