McNeel to succeed Moynihan at Port of Richmond, Va.

M. David McNeel has been selected as new executive director of the Port of Richmond, Va. He will succeed Martin J. Moynihan, who will retire July 31 after 18 years at the port.


   McNeel was deputy director of operations for the Mississippi State Port Authority in Gulfport, Miss. He was responsible for the day-to-day operations related to vessel and terminal operations, safety, security compliance, customer communications, vessel scheduling and terminal maintenance.


   McNeel also served as a liaison to the Coast Guard, Army Corps of Engineers and pilots.

   Prior to Gulfport, McNeel held executive jobs at Texas ports. He was director of operations for the Port of Freeport,    and assistant to the director of operations for the Port of Houston Authority.
