In order to cut the time needed for border and customs formalities for containers it is necessary to implement a system similar to TIR Carnet used in international road transportation, suggests deputy director of Eurosib Terminal, major general of customs service Alexander Puchkov.
He noted that trucks are cleared in 15 minutes, while containers require at least 3 hours for clearance for further railway transportation. The reason is that the TIR system works for the trucks, but not for the containers.
Technically, there should be no insuperable obstacles for creating a similar system for the containers: same as trucks, each container has its own unique number, and same as trucks, each container has its owner.
It is another matter that the system should be international, but why don’t we advance the initiative?
