Ministers from the Netherlands, Belgium and Germany agreed to construct a tunnel under the Limburg nature reserve De Meinweg, so that a railway line linking the Belgian port of Antwerp and Germany can be re-opened.
The line, known as the 'Iron Rhine' was not used since 1991. In 2003 Belgium filed a complaint with the Permanent Court of Arbitration to force the Netherlands to cooperate in re-opening the railway line.
The Netherlands is not pleased with the project because it affects the Limburg nature reserve.
