Northern Iraq Generates Strong Investor Interest from Global Reconstruction Players Over the past few years, northern Iraq has offered exciting investment opportunities for international reconstruction players.

The relatively stable northern region of Kurdistan, in particular, is generating attention. Efforts by the Kurdistan Development Corporation to attract top-caliber international investment to a region that has been described as the Northern Gateway to Iraq are bearing fruit.

Kurdistan enjoys relative security compared to other parts of Iraq, making it an attractive logistical hub for international companies. Across Kurdistan ambitious infrastructure reconstruction and improvement projects are underway. Much remains to be done. The telecoms sector needs to be improved, new roads need to be built, houses, hospitals and schools must be constructed, and financial services need to be expanded in the areas of banking, venture capital, micro financing, insurance, and capital markets. In the energy sector, there is enormous demand for power and sanitation investment, technology, and know-how. Under an Electricity Network Rehabilitation Program, the electricity network, comprising four main sectors – generation, transmission, substations and distribution – is to be rehabilitated.

The transport infrastructure serving northern Iraq has been greatly improved, with new airports opening in both Erbil and nearby Suleymaniya, and enhanced road access from Turkey.

The Kurdistan Region: An Emerging Market Overflowing with Investment Opportunity With a young and increasingly prosperous population of nearly 4 million, Kurdistan covers about 40,000 km². It’s roughly the same size as the Netherlands or Switzerland.

Kurdistan enjoys a relatively stable security situation – no major security breach has occurred in the area administered by the Kurdistan Regional Government.

The Region has two new international airports, in Erbil and Suleymaniya, with over 80 direct flights per week, from Vienna, Frankfurt, Stockholm, Amsterdam, Dubai, Amman, Istanbul ... .

A liberal investment law, ratified in July 2006, offers foreign investors incentives including customs relief, tax holidays and the right to repatriate profits.

A regulated banking & finance sector provides a variety of banking services.

Seven universities, two of which teach exclusively in English, and a returning diaspora, provide a skilled workforce with English as a second language.

Kurdistan offers attractive investment opportunities in agriculture, banking, communications, construction, education & training, energy, healthcare, professional services, oil & gas, tourism … .

One of the Most Liberal Laws in the Middle East Promotes Kurdistan Foreign Investment During a session of the Unified Cabinet in Erbil, Iraqi Prime Minister Nechirvan Barzani presented a new investment law for the Kurdistan Region. Cited as one of the most investor-friendly laws in the Middle East, it offers generous incentives to foreign investors.

The Kurdistan Regional Government recognizes that investment is a prerequisite for progress and continued economic growth and is supporting several international initiatives including an advertising campaign that highlights the peace and stability of Kurdistan. Kurdistan is 'open for business.'   Under the new law: companies enjoy tax and customs holidays for up to 10 years, from the start of operations; subject to import licenses, equipment is customs-free; customs relief will be available for spare parts and raw materials; 100% foreign ownership is confirmed, as is the right to repatriate profits and capital; subject to approval by the regional Investment Board, there will be controlled foreign ownership of land [unless it contains oil, gas, or lucrative/heavy mineral resources]; additional discretionary incentives will be available for projects with local participation and projects in disadvantaged areas or for disadvantaged communities.
