“China International Logistics Festival ” will be hold during Nov.12-Nov.16 in Chengdu as the remarkable activity of Chinese logistics industry. What effects will China International Logistics Festival has in constructing Chengdu to be the largest logistic center? What is purpose to hold such a festival? Does Chengdu have the determining conditions to hold such a logistic festival? How is the preparation now? For the series of questions, our reporter has recently interviewed Chen Zhongwei, Director of Chengdu Logistics Association. Mr. Chen declaims that Chengdu has won the best exhibition city for two years continuously and it already has the mature exhibition conditions for preparing an exhibition. R: What is the background for Chengdu logistics to raise the strategic target of constructing modern logistic industry and establishing Chengdu to be the largest logistics center in the west?

Chen Zhongwei: In recent years, Chengdu has achieved great development under the guidance of national west-exploring policy. In 2007 the GDP has achieved ￥332.4 billion with the increasing rate of 15%. The main force is from the second industry and the third industry. This lays the economic base and impersonal demand for Chengdu modern logistic industry. The whole world is focusing on the development of the logistics and now the society is a logistics society. Chengdu’s economy asks for development and the transportation is the chocking point. We expect to construct Chengdu as the center point and make it to be the largest logistic center in the west by the logistics plan during the “Eleventh Five Years”.

R: In order to build the blue script of the largest logistics center in the west, what actions has Chengdu taken?

 Chen Zhongwei: We make policies to promote the development of the modern logistics industry. We make policies surrounding guiding and leading the development of the modern logistics industry to promote the consistent and core development. We regularly release the guiding list of areas being encouraged or limited in development. Surrounding regulating the logistics market we make the related policies on marketing-enter, marketing-exit, inspection and so on. Surrounding promoting the construction of logistics bonded areas, logistics centers and logistics service station, we make the stimulating policies on wealth, tax, land, financing, customs, HR management and so on. We will fully exert the function of investment guidance.

According to the plans, Chengdu will finally have a modern logistics development frame system whose main content is “one network, two platforms, three zones, four centers and several logistics service stations”. “One network” refers to Chengdu modern logistics network. “Two platforms” refers to the public logistics information and transport basic establishment platform. “Three zones” refers to the Chengdu airport bonded area, Chengdu international container bonded area and Chengdu Qingbaijiang bulk cargo bonded area. “Four centers” refers to the four road logistics centers in the east, south, north and west. Chengdu’ s logistics industry will realize the additional value of 50 billion in the year 2010. And the percentage of logistics’ cost in GDP will decline to within 15%. The contribution rate of modern logistics industry will reach more than 15%. 

 R: What is the goal for Chengdu Logistics Office to participate in “2008 China International Logistics Festival”?

 Chen Zhongwei: Modern logistics is a key signal in judging whether an area is good for investment and whether the comprehensive force is strong. Our city lays in the inner land. So accelerate the development of the modern logistics industry and make Chengdu become the important modern logistics center in the west in advance can improve the investment environment, enforce the industry absorbing ability, promote the industry structure’s adjustment and upgrade, improve the city’s complex competition ability, enhance and raise the Chengdu’ s center city statue and influence as the “three centers and two junctions” in the southwest area.

As the remarkable activity in the Chinese logistics industry, “2008 China International Logistics Festival ” is the most influential international logistics festival in China and even in Asia area with the authorization from the Developing and Reformation Committee of People’s Republic of China. Under the background of China’s enter to WTO and the global economic integration, by participating to host the authorized, international, professional and abundant festival of the logistics industry, Chengdu will contribute better with more levels and positions. R: What is the effect of ministry reformation to the Chengdu’ s logistics office? What actions will be taken?

 Chen Zhongwei: As a provincial city, Chengdu has taken a great step in advance. The newly established “Civil Transport Committee” will integrate the functions. Such are the functions from Civil Transportation Bureau, the management function of transport technology and security establishment of the public transportation, bus, taxi, city police bureau, railway assumed by the government, road, post, communication and aviation and other comprehensive coordination and logistics industry management. This integration will break the situation of individual bureau’s action in exerting power and establish a unite framework of the city and the village.

So the transport management committee instead of many committees such as economic committee and development and reformation committee will manage the logistics office. This is more beneficial to the plans and efficiency of the logistics bureau.

Chengdu is an inner land city. According to the development of the logistics industry, we must find the unique, distinct advantages. The civil committee and the civil government highlight the development of the Chengdu logistics industry. We wish Chengdu can be constructed to be the transport junction of the middle and east by the airport& railway’s construction, and give better drive to the development of the first, second and third industry.
