The March of Great Transport will be on Performance

According to the State Council’s Institutional Restructuring Plan discussed on the 11th National Peoples Congress’ First Session, State Council will newly construct Ministry of Industry and Information, Ministry of Transport, Ministry of HR and Social Guarantee, Ministry of Environment Protection and Ministry of Housing &urban-rural construction.

 

After the two conferences the reform has formally started. The Ministry of Transport, which is referred as “Great Transport”, firstly presents her brand and integrates the duties belonging to the Ministry of Transport, Civil Aviation Administration of China and Ministry of Construction. The duty relating to Ministry of Construction is guiding civil coach-transportation. This action means that the Ministry of Transport and the Civil Aviation Administration of China will not exist and this action will fasten the formation of a comprehensive transport system.

 

So how will the “Great Transport” be constructed and operated? And how is the developing situation at present? Will the Ministry of Railway be integrated into “Great Transport”? Recently we fortunately had an interview upon these questions with Yang Zan, Deputy Director of the Shipping Department, Ministry of Transport. 

 

R: How do you consider the concepts of “Great Transport” and “Great Logistics” after the foundation of the Ministry of Transport?

 

Mr. Yang: The purpose of establishing ”Great Transport” is to get through many transport fields, do the managing as a whole and develop comprehensive transportation.

 

The concept of “Great Logistics” refers more to the service. In the future’s development, service industry will become one of the most important industries. Just as the Minister of Ministry of Transport Li Shengsen mentioned, in fact pushing transport transferred from a traditional industry to a modern service industry is accelerating the development of modern transport.

 

R: Does the foundation of Ministry of Transport have effect on the former works of Shipping Department, Ministry of Transport? Has the rage of the functions changed?

 

Mr. Yang: At present the works of Shipping Department are running normally and the eunomy exists inside. No great influence happens because the changes happened between departments. As to the range of function, there are also no great changes. Future change may happen till the fix of “three fixed plans” of the State Council’s Institutional Restructuring Plan happens.

 

R: How is the construction process of Ministry of Transport?

 

Mr. Yang: On March 23rd, the newly constructed Ministry of Transport starts the formal running. At present, the leaders group has been fixed and former Minister of Ministry of Transport Li Shenglin takes the position of Minister of Ministry of Transport and Party Secretary. Li Jiaxiang takes the position of Vice Minister of Ministry of Transport and Vice Party Secretary (pluralism as the Director General of Civil Aviation Administration of China). Weng Mengyong takes the position of Vice Minister of Ministry of Transport and Vice Party Secretary. Gao Hongfeng, Feng Zhengsen, Xu Zuyuan take the positions of Vice Ministers of Ministry of Transport and members of the Party. Yang Limin takes the position of group leader of Discipline Inspection from central Discipline Committee in the Ministry of Transport and the member of Party. Ma Junsheng takes the position as a member of Party in the Ministry of Transport.

 

In the future the Ministry of Transport will establish State Civil Aviation Bureau, State Post Bureau and meanwhile many branches in charge of road and shipping etc. The Vice Minister will take the position of the Director General of the bureau. To correspond various transportations methods is ready to operate.

 

R: What is the background of the establishment of the Ministry of Transport?

 

Mr. Yang: At present, the scale and gross of various transportation methods have already entered the top-list and are still developing at a high speed. To correspond the developments between various transportation methods and in the same transportation method become more and more obvious. Especially under the pressure of resource, environment and zoology etc., the problem between various transport methods become more and more obvious.

 

Since a long time our country is lack of a strategic plan guiding our country’s comprehensive transport development. For every transportation method, only the own construction and development is considered. Between different transport methods, it is hard to do the reasonable division and cooperation for the work; it is hard to do the effective join and match. So the general efficiency is down, the convenience of transportation is low and the cost of logistics increases.

 

Logistic cost is a big question too. Logistic cost counts around 10% of the GDP abroad but in China it reaches as high as 20%. So carrying out the frugality is a must.

 

R: What would be the future for the Ministry of Transport after the establishment? What are the problems in front?

 

Mr. Yang: I think it has a bright future and this is a trend according to the tight need of the national economic development. This affects much to lower the logistics cost and after the construction of the “Great Transport”, a complex logistics system could be formed.

 

Generally the complex transport is internationally defined as the long-journey, whole-journey, no-break and continuous transportation process. Complex transport system refers the comprehensive adjustment and management in the departments of railway, road, channel, aviation and pipe. This can consolidate and plan various transport methods to prevent the excess monopoly or competition, to avoid the repeat of transport facility construction and unreasonable use, to realize the best conformity and utilization if various transport methods.

 

There are also difficulties existed so the coordination between departments requires a period of time.

 

R: As the experts mentioned, the Ministry of Railway is not included in the Ministry of Transport. The concept of “Great Transport” is not complete. How do you treat this parlance? Do you think it is possible for the Ministry of Railway become a part of the Ministry of Transport?

 

Mr. Yang: As the extra-kept managing institution, Ministry of Transport is generally considered as the biggest regret in the construction of the “Great Transport” this time. Of course the experts have their own views on the question. In my opinion, if the Ministry of Railway could be combined into the Ministry of Transport needs to wait for the appearance of the Institution Restructuring plan of the State Council.

 

R: What would you like most to say the 200 thousand membership of Shippingchina.com?
