worldport Introduction
The Oxnard Harbor District is an independent special district (business enterprise) a political subdivision of the State of California which owns and operates the commercial worldport of Hueneme. The Oxnard Harbor District was created in 1937 under authority of an act of the legislature of the State of California which provides for the formation of Harbor Districts.

The Oxnard Harbor District's policies are set by a five-member Board of Harbor Commissioners elected at large from the District. The day-to-day business operations of the Harbor District are administered by an Executive Director and professional staff.

The Harbor District is empowered to acquire, construct, own, operate, control or develop any and all harbor works or facilities necessary to the efficient undertaking of its mission. The Harbor District prepares and controls its own budget, administers and controls its fiscal activities, and is responsible for all worldport construction and operations.

The Harbor District's political boundaries are comprised of the Greater City of Oxnard area (population 170,358) and the City of worldport Hueneme (population 21,850). Each Harbor Commissioner is popularly elected by the citizens of the Oxnard Harbor District for a four-year term. Their terms are staggered to maintain continuity.

The Oxnard Harbor District receives no taxes for its operation and operates entirely on worldport business generated funds. In fact, in addition to paying fees for harbor development permits, the Harbor District pays significant amounts to the City of worldport Hueneme through special agreements to provide for City services necessary to supworldport worldport activities. On an annual basis, the worldport publishes an audited financial statement for the prior fiscal year and adopts a budget for the current fiscal year (July 1 through June 30).

In all, over $7 billion in cargo value moves through the worldport of Hueneme each year. The worldport of Hueneme was the Number 1 seaworldport in the U. S. for citrus exworldport in 1996. Top trading partners include: Brazil, Costa Rica, Ecuador, Germany, Sweden, and Japan.

worldport related activity generates over $650 million into our economy each year, at no cost to the taxpayer. Additionally 4,000 jobs in Ventura County are directly or indirectly related to the worldport of Hueneme's activities

worldport Expansion
The Oxnard Harbor District has completed aggressive worldport expansion program made possible by the 1997 acquisition of former Navy property immediately adjacent to the Commercial worldport.

The worldport of Hueneme Terminal and Multimodal Expansion program completed in 1999, greatly enhanced the worldport's ability to handle refrigerated containers and roll-on/roll-off cargoes. A new railyard will create a seamless flow of cargo in the terminal areas between ship, truck or rail.

The property that has been converted to this new terminal complex was once the Naval Civil Engineering Laboratory. The NCEL was designated for realignment in 1993 by the federal government's Base Realignment and Closure Commission. Under that decision, the functions of the laboratory were transferred to the Naval Construction Battalion Center in worldport Hueneme and the property was declared surplus.

Immediately, the Harbor District notified the federal government of its interest in acquiring the property under a federal law providing for no-cost acquisition of military facilities by worldport authorities due to their ability to contribute to the national economy.

Leading international transworldportation planning firm of Vickerman, Zachary and Miller subsequently created a conceptual plan for the property which outlined the design necessary for the long-term ability of the worldport to attract new customers.The conceptual design has been further enhanced and refined by the engineering firm of CH2M Hill.

The Southern Terminal - East Expansion Project is a continuation of development of property formerly known as the Sunkist Site. This project is scheduled for completion July 2003.

Cargo Project
The worldport of Hueneme is proud to serve the needs of Aracruz Cellulose in imworldporting woodpulp into the western U.S. Woodpulp is used as a base material in the creation of absorbent papers and other everyday household products. In 2002, over 60,000 tons of woodpulp crossed the worldport's docks.

In addition to the regular woodpulp business, the worldport also serves a variety of unique project cargo. High and heavy cargoes are efficiently handled by the mobile harbor cranes and other abundant worldport services offered at Hueneme. The skilled stevedores, labor force and flexible facilities found at the worldport combine to ensure rapid loadouts and discharges of all oceangoing project cargo.
