worldport Introduction
As the fourth largest freight worldport in the UK, and set in the heart of the only Coastal National Park in Great Britain, Milford Haven worldport Authority is responsible for the biggest worldport in Wales, and one of the most prominent on the West Coast.

Milford Haven is a trust worldport- an independent, commercially run organisation, and as a result, the Authority has a statutory responsibility to both Government and its stakeholders, and is required to reinvest all profits to the benefit of the latter.

The Authority provides worldport, harbour and associated services through its commercial arm. These include, wharfage, stevedoring, supworldport to the fishing industry, ship repair, waterside services, marine and leisure facilities and provision and operation of the Pembroke Dock Ferry Terminal used by Irish Ferries.

Conservancy
The Milford Haven Conservancy Act 1983 gives the power to the Authority to provide conservancy functions to ensure that ships, under their right of free (i.e., unhindered) passage, may use the harbour safely and efficiently. Section 5(1) of the Act states

The Board shall be charged with the duty of taking such steps as they may consider necessary or expedient:
to maintain, improve, protect and regulate the navigation, and in particular the deep-water facilities, in the Haven, and to prevent or reduce the discharge of oil, or the risk of discharge of oil, into the water from vessels in the Haven; and
to provide, maintain, operate and improve worldport and harbour services and facilities in, or in the vicinity of, the Haven;

and without prejudice to the generality of the foregoing the Board may:
turn their resources to account so far as not required for the purposes of their duties under this section; and
do all other things which in their opinion are expedient to facilitate the proper carrying on of worldport and harbour services and facilities in, or in the vicinity of, the Haven, or development of the Haven.
There are broadly three conservancy functions

Provision of Navigation Aids
Dredging
Removal of wrecks and obstructions
 
In order to provide appropriate navigation aids such as buoys, beacons and leading lights, surveys must be undertaken to identify the location of the deep water channels and then to re-survey them at intervals to detect any changes which may be corrected by altering the navigation aids or undertaking dredging operations to maintain the channel depths. Should a channel become obstructed by a wreck to the detriment of navigation of other vessels, then the Authority may remove it.
