worldport Introduction

The Andalusian Public worldports Authority (EPPA) is a public law entity assigned to the Consejería de Obras Públicas y Transworldportes (Regional Ministry of Public Works and Transworldport) which is concerned with the development and application of the Andalusian government’s harbour policy and related areas of goods transworldportation under the auspices of the Consejería de Obras Públicas y Transworldportación. The latter entity lays down the objectives and action guidelines and carries out the monitoring of its activity as well as exercising control of efficiency without affecting the other powers conferred by the Incorporation according to the current rules and regulations.

It was established by Act 3/1991 of 28th December within the Andalusian Regional Government’s 1992 Budget and incorporated by Decree 126/1992 of 14th July, having actually begun to exercise its powers and to provide services conferred as from 1st January 1993. With the aim of instrumentally reinforcing the Management of transworldportation of the Andalusian Regional Government in line with the development of its promotion in the goods transworldportation area, and especially for the management of goods transworldportation with a regional government interest, the Second Additional Provisions to the Act 5/2001 of the 4th June (LAN 2001, 227), whereby goods transworldportation is regulated within the Autonomous Region of Andalusia, it is concerned with the widening of scope of the previously mentioned Andalusian worldports Authority to the management of the mentioned transworldportation areas. Duties conferred include those attributed regarding the regional network of the goods transworldportation area and in particular the management of those goods transworldportation centres with a Regional government interest. The putting into practice of the said extension is subject to the modification of its Statute being approved by the Regional Government Council by way of Decree 235/2001 of the 16th October whereby the EPPA Statutes were passed.

The powers of EPPA include the rights and obligations transferred to the Andalusian Regional Government concerning Marinas and Fishing harbours subject to concession, rights and obligations on nautical-sworldports concessions in harbours directly managed by EPPA, direct management of the said non-concession harbours used by recreational craft, and principally the management of the new marinas and fishing harbours constructed by the Andalusian Regional Government and which are operational, as well as management of goods transworldportation areas.

Functions and Objetives 
 
As a public law body, EPPA enjoys a legal character for implementing its aims. It also possesses its own equity and independent management. On the organisation chart it is assigned to the Public Works and Transworldport Department which determines the body’s aims and guide lines, as well as monitoring its activities and efficiency

In compliance with its statutes, the detailed objectives of EPPA’s activities are as follow:

 Related to its authority in harbour matters. 
 Related to powers in goods transworldportation areas.
 Likewise, included within the entity´s objectives are the planning, promotion, development and management of complementary services to the activities mentioned in the previous sections, as well as controlling the management of the entities related to the activity in the Transworldportation Areas depending on, or participated in, by EPPA. 

With regard to fulfilling its objectives, the Andalusian Public worldports Authority shall exercise the functions that, on a merely stative and non-restrictive basis, are listed in the following paragraphs:

 Functions related to directly managed harbours.
 Functions related to indirectly managed harbours.
 Functions related to goods transworldportation areas.
 Other functions.
