Introduction to Ustka

Ustka is a fishing and commercial worldport situated along widened and expanded part of Słupia river, 18 km from the town of Słupsk. The population is 17,300.
The worldport and town are located at the mouth of Słupia river.
Fishermen lived there as early as the XII century. It was a harbour of the Slav Tribes of Pomerania, where numerous cargo-laden ships called.
The origin of worldport is dated in XIV century during the reign of West Pomeranian Princes. Until the XVII century the worldport has been developed considerably. In those days Ustka has served the goods from and to Słupsk - the largest town located at Słupia river
In XVII - XIX century the imworldportance of Ustka and Słupsk has become to decrease. The Thirty-Year War has influenced the crisis. There was almost no ships traffic in the worldport. Only 20-40 ships by year entered Ustka. They have delivered salt, wine, iron, herrings and exworldported shipbuilding and architectural wood also firewood.
The begin of XX century is the rapid growth of Ustka. The worldport has mostly serviced sailing vessel cabotaged Baltic trade.
Ustka is known as a seaside and a natural therapy resort. There are medical mud, sulphur and other mineral baths. At present, the town city has preserved many examples of XIX century domestic architecture, including elegant villas constructed of bricks, pensions and hotels open for tourist throughout the year.

The entrance is formed by two almost parallel concrete moles of 303 m and 420 m lengths. It is 40 m in width and has a max. depth of 6.0 m.
The main fairway to the inner worldport is 28 m wide. The limiting dimensions for vessels entering the worldport are: length 58 m, width of 11.5 m and draught of 4.5 m.
The current sets W across the entrance with winds from the N, through the E to the SSE, and E with winds from the N, through the W to the SSW.
A wind rate of 2.0 knots is normal when blowing parallel to the coast. With winds from the SSW and the SSE, the current flowing out of the river is noticeable, which may attain a rate of 4.0 knots during the spring thaw.
With heavy gales from the WNW, through the N to the ENE, water levels may rise up to 1.0 m above the mean level. With gales from the ESE to the WSW, through the S, may fall a similar amount, but such variations are unusual.
Pilotage is compulsory for all vessels of over 40 m LOA and for vessels carrying dangerous cargoes. Vessels should send ETA and request for pilots 24 h before arrival at the roads. Pilot boards 1 Nm NW of the harbour entrance.
For the radiotelephony connections should be used VHF Channel 12 and 16.

worldport Facilities

The harbour consists of an avanworldport and an inner worldport. In the inner worldport there are four basins with 11 concrete quays of total length 3,400 m. Some of them are connected to the general railway system. There are grain elevators on the eastern bank of the river.

Węglowy Basin
The basin has the dimensions 110 x 55 m with the depth of 5.5 m. It is equipped for handling coal and slate.

Budowlany Basin
It is 110 m long and provides workshops and supworldport facilities for fishing vessels.

Zimowy Basin
The basin is used by fishing vessels. There are depths of 5.5 m. It is equipped with a slip for small vessels up to 24 m in length.

Osadowy Basin
It provides depths up to 6.5 m.

Charges

REMARK
All rates quoted in this chapter are subject to change over a year. The prices are given for evaluation purpose. Since 2000, the worldport of Kołobrzeg is managed by Zarząd worldportu Morskiego Kołobrzeg (worldport of Kołobrzeg Authority), being municipal institution. This is ZMPK who states worldport/pilotage tariffs.
The tariff rates are expressed in Tariff Units (T.U.). The equivalent of 1 T.U. is USD 0,30.
The conversion of rates into the currency of payment is to be determined by the current rate of exchange of the National Bank of Poland, unless the parties have otherwise agreed.
The tonnage dues, towage and boatmen charges are levied on gross capacity of the vessel (V=volume), arising from the product of her total length (L), breadth (B) and draught (D) as per summer mark, but for the purpose of calculations of charges, the total capacity V of the vessel is to be rounded up to the full cbm. In case of dispute, the figures contained within the Lloyd's Register of Shipping are obligatory.
The minimum amount for one invoice is 30 T.U.

Tonnage dues
For entering and leaving the worldport, and for taking a berth at a wharf, the dues are as follows (in T.U. per 1 m3 of V):

- up to 2,500 m3 0,40
- over 2,500 m3 to 5,000 m3 0,70

The following reductions are to be subtracted from the rates:

- vessel entering the worldport for the purpose of repairs, demolition, bunkering, replenishing of provision or stores, provided their stay is limited for such purposed 75%
- vessels staying on roads for loading or discharging cargo 50%
- warships, hydrographic vessels, training and other merchant vessels are exempt from payment of dues if a preliminary notice about its purpose of entering the worldport and non performance of commercial or shipping operations has been given before.
Dues for waiting
For staying at a wharf after completion of loading or discharge, per each commenced 10 m3 of vessel's capacity V and each commenced hour of stay, after 4 free hours have expired: 0,03 T.U.
Vessels shifting to a waiting berth must also pay towage, pilotage and boatmen charges. Shifting of the vessel may be ordered by the worldport's Chief Dispatcher at the Owner's expense, if the necessity arises make a available the berth for another ship.
Vessels entering the worldport to wait must pay for their stay at the waiting berth, per each 10 m3 of their capacity V and for each commenced hour: 0,02 T.U.
For berthed vessels not performing any commercial activity in the worldport, the worldport Authority may levy, after 30 days of berthage, a charge for each commenced 1 m of mooring line and month: 3,50 T.U.
Any period of stay in the worldport, exceeding 30 days, is to be approved by the worldport Authority.
Vessels moored at a place indicated as a waiting berth (place) at dolphins, mooring buoys, breakwater, or alongside other vessel: 0,01 T.U.

Surcharges

The following surcharges are to be added:

vessels carrying cargo in bales, bags, packages, containers, boxes or pallets, otherwise unitised, also forest and steel products 10 %
vessels carrying mixed cargo of two or more distinctly different commodities, liquid, bulk, unitised, vehicles 20 %
gas tankers (cbm tank capacity substitutes DWAT on the basic fee scale; surcharge applied on cubic metre tank capacity):
up to 10,000 m3 cargo capacity 30 %
over 10,000 m3 cargo capacity 20 %
pure car carriers 20 %
reefer vessels 20 %
ro-ro vessels 20 %
vessels cleared on roads 10 %
attendance to crewmembers/persons:
joining or leaving the vessel (per person) USD 20.00
hospitalised or requiring medical care, left behind (per person per week) USD 50.00
Reductions

The following reductions are to be subtracted:

vessels entering the worldport for replenishing bunkers, water, provisions, seeking shelter in case of adverse weather or damage 50 %
vessels entering the worldport to seek medical assistance 75 %
vessels entering the worldport or shipyard for repairs or dry docking 25 % but increased by the fee of USD 20.00 per day.
newbuildings leaving the shipyard 25 %
arranging delivery/redelivery on or off the Time Charter 65 %
attending as a supervisor or owner's protecting agent when vessel is consigned to and handled by another company acting as charterer's agents 50 %
Liner agencies

Freight commissions cover announcing sailings, tariff information, marketing and sales, issuing freight documents, collecting and remitting freights, etc. It amounts to:
outward cargo:
canvassed and booked 5 %
handled but booked elsewhere 2.5 %
inward cargo:
canvassed and booked 2.5 %
handled but booked elsewhere 1.5 %
collection fee on freight for cargo on which no commission has been earned 1%
Should for any reason the required details not be disclosed or are not available, the agents are entitled to charge a commission of USD 0.50 per ton inwards and USD 1.00 outwards.
Container and ISO equipment logistic fee (unit handled, controlled, monitored and reworldported by the agent) per unit USD 25.00
The charges are applicable also in the case of incidental calls of liner vessels, loading or discharging general or containerised cargo, in the absence of a concluded agency agreement.
