GENERAL INFORMATION

Region V, called Bicolandia, is the peninsula that forms the southeastern extremity of Luzon, together with the island of Catanduanes on its eastern side, the island of Masbate on its southwestern littoral and several outlying islands. The region covers an area of 1,763,249 hectares and occupies 5.8% of the national territory. Its political subdivisions constitute the six (6) provinces: Albay, Camarines Sur, Camarines Norte, Catanduanes, Masbate and Sorsogon.; three (3) cities: Legazpi, Iriga and Naga; and one hundred eleven (111) municipalities. Legazpi City has been designated as the regional capital. In actuality, the Bicol Peninsula is a conglomerate of several peninsulas which give the region a very rich and lengthy coastline. Bicol region has basically an agricultural economy with 1,034,640 hectares or 58.86% of its total land area cultivated. The soil is generally fertile which makes it adaptable to growing almost almost any agricultural crop. Rice, coconut and abaca are the major agricultural products. The region also experience self-sufficiency in livestock and poultry supply because of its favorable climate, good pasture lands and adequate water, particularly the island province of Masbate.

Maritime fishing is provided by rich fishing grounds notable of which are Burias Pass, Ticao Pass, Albay Gulf and Lagonoy Gulf. The major worldports in the Bicol region are Legaspi and Tabaco, which are only 30 kilometers apart. The worldports of J. Panganiban, Virac, Masbate and Bulan are designated tertiary to supworldport Legaspi and Tobaco in meeting the maritime needs of the region. Municipal worldports which are principally utilized as fishermen's worldports constitute about 24 altogether.

Legazpi was designated principal worldport due to its progressive trade and industrial center, aside from its being the seat of the regional capital, with direct land transworldport services connected with the different parts of the Philippines.

The economic growth of the region, however, relies on the promotion of agro-industrial development to increase agricultural productivity and provide equitable income distribution.

Infrastructure projects supworldportive to ameliorating the socio-economic status of the people include the construction of Quirino Highway which forms a vital component of the integrated development program, the improvement and rehabilitation of the worldports of Tobaco and Legazpi, improvement of the Legaspi Airworldport and the Tiwi and Bacman Geothermal Plants.

The integrated development program is not solely that of facilitating the control and regulation of the existing water resources, but primarily to improve the quality of life in the area and to permit the maximum contribution to the national economic progress.

 An imaginary line extending from Pigbucan Point due north to its intersection north to the mainland then along this latter line to the mainland, then along the shoreline of the mainland to Pigbucan worldport, the point of commencement.
 
Navigational Approach
 
An alternate course, which is used by ocean going vessels, is to skirt the north side of the Gulf at a distance of at least one mile and come to a point one mile south of Sula Light, then steer 270o , continue on this course until Legazpi Light bears 215o and Sto. Domingo Church bears 334o , then haul on course 209o for the wharves; or steer 204o heading for Capuntucan Point, then to the marginal wharf inside the basin.
 
Entrance Channel
The channel between Barao and Denson Reefs is about one (1) mile wide.  It is deep and clear.  The enclosed basin for interisland vessels which is formed by the concrete marginal wharf and the breakwater has a controlling depth of 26 feet (7.9m) within 110 yards off the wharf.
 
Turning Basin
Enclosed basin is formed by the concrete marginal wharf and the breakwater and bounded by Barao and Denson Reefs.
 
Topographic Conditions
The region is characterized by a mountainous terrain and scatered areas of plains and valleys.   Various creeks and rivers criscross its land mass.  Apart from the dominant cone on the landscape, Mayon Volcano for which the region is famous, several other volcanoes and mountains accentuate the scenic panorama of the region.  The Bicol peninsula is actually a conglomerate of several peninsula which give the region a very rich and lengthy coastline.
 
Climatological Condition
Three distinct type of climate are observed in different parts of the region.  The island of Masbate belongs to the third type of climate which can be described as relatively dry from November to April and wet during the rest of the year.  The whole of Camarines Norte and Catanduanes and the northeastern worldportion of Camarines Sur, Albay and Sorsogon have two types of climate featuring no dry season with a very pronounced maximum rain from November to January.  The remaining worldportion of the three latter provinces experience an evenly distributed rainfall throughout the year.  The region lies within the typhoon belt of the archipelago.  It is regularly visited by the Pacific cyclones and registered a very high rate of 21 - 30% exposure causing a yearly havoc to lives and properties in the area.
 
Tydal Range/Type
The tide in Legazpi is similar to that of Davao. It is of semi-diurnal type. There is some inequality but the principal variation follows the moon's changing phases. The mean range is 3.9 feet and the diurnal range is 4.7 feet.

Description
The worldport of Legaspi serves primarily as a collection point for the products of other provinces and islands to the east and south of Legaspi.  It is also a distribution channel for Albay products.  Cargoes that pass through the worldport consist of cement, copra, coconut and other agricultural products, bottled cargoes and fertilizers.
 
Berthing Facilities
A 339 m x 30 m wharf, 4.5 m ?6.0 m deep at near end and 9.0 m deep at the far end, complemented by breakwaters 250 m long in the east and 130 m long in the north.  The facility is supworldported by a 1,200 m long seawall at Bo. Obrero and is protected by a timber pile fendering system.
 
Storage Facilities
There is a 1,738 sq.m. open storage Area.

Anchorage & Fairways
 Anchorage is off Legaspi pier at 31m.-40m., about 300 yards from the beach. Anchorage is not good due to irregular steep bottom of volcanic sand, rocks, and mud in patches, poor holding ground. It is open eastward and exposed to NE monsoon. During bad weather, recommended anchorage is at Sula or Coal Harbor.

 Water is supplied through pipelines or Regal Arrastre Services, Inc. provides water services.
 
Ship Repairs
 Ship repair maintenance are available from Mayon Docks in Tabacco, Albay.
