In the case of goods (not in containers) which are levied at a rate -
a) per tonne, harbour dues shall be payable at the prescribed rate per tonne of 1000 kilograms of gross mass - ie mass of
goods plus mass of packaging, pallets, drums, bags or any other type of packaging;
b) per cubic metre, harbour dues shall be payable at the prescribed rate per cubic metre of the volume of the goods of gross volume - ie total volume of goods and packaging, pallets, drums or any other type of packaging;
c) per tonne and per cubic metre, harbour dues shall be payable in accordance with whichever of subparagraph (a) or
(b) will produce the greater amount of harbour dues.
